Ability to use the same custom domain across Workspaces under the same Account

Scenario:

A company has multiple departments. They create separate workspaces for each department, to keep their forms, data, and users separate.

The company wants to use forms.company.com as their custom domain. Right now, this domain can only be added at the workspace level, and therefore, can only be available to one department.
